Low Pollution Zones in Germany

Germany recently introduced low pollution zones which restrict cars from driving in certain areas in Germany.  Cars are given colored discs that validate cars being able to drive in environmental zones.  Traffic signs tell exactly where these low pollution areas begin and end.  Currently Germany has introduced four discs to distinguish air quality.  The worst cars get no disc.

Typesof Low Pollution Zone Discs
Emissions 1: vehicle not allowed to enter low-pollution zones
Emissions 2: red disc
Emissions 3: amber disc
Emissions 4: green disc

Is this a little extreme?  Not only does Germany make you get your emissions checked every two years, but you might not even be able to drive your car in certain areas.
