You can move to Germany and be self employed but be prepared to jump through many steps to do it.

Usually Germany is looking for an investment capital of 500,000 Euros and creates 5 jobs. So you have to not employ yourself but 5 other people.
There is also freelancing as a means to be self employed but that usually involves getting a work permit.
