You can move to Germany and be self employed but be prepared to jump through many steps to do it.

To be able to move to Germany and be self-employed you will most likely be automatically issued a residence permit (for both you and your family) if you can prove that your business will have a positive effect on the German economy. Usually Germany is looking for an investment capital of 500,000 Euros and creates 5 jobs. So you have to not employ yourself but 5 other people.

There is also freelancing as a means to be self employed but that usually involves getting a work permit.

In conclusion, being self employed in Germany is not an easy task to undertake, and it will take many steps before you can actually move to Germany.
